That community is not a footnote. It means there is a substantial pool of people more comfortable in French than in Hebrew, and that some introductions stall at the language rather than at the compatibility.
There is also a meaningful English-speaking population here, for the same reasons. If your Hebrew is still developing, Netanya is one of the easier places in the country to start.

Where to meet the first time
The Netanya promenade is probably the most natural place in the country for a first meeting: public, long, and you can walk it for an hour without committing to sitting opposite somebody.
Independence Square and the streets around it are compact and convenient, with cafes within walking distance, and work at any hour.
In winter, the shopping centres in the city are easy to reach and work well.
Distance, and what it means here
Netanya sits between Gush Dan and Haifa, which is an advantage: Herzliya and Ra’anana are about fifteen minutes, and the whole Sharon is within reasonable reach.
Tel Aviv is roughly half an hour on a clear road, and Haifa about an hour. Both directions are possible for a first date; only the nearer is comfortable as routine.
It is worth starting with a range that covers the Sharon and widening from there rather than the other way round.
